can you fly a model airplane in a city?

This may sound stupid, can you fly a model airplane with a camera strapped to it and fly it through a city

Actually, some municipality's have ordinances against it. Some even require insurance before you do. One example is Palos Verdes Estates,CA

You cannot fly them in an Airports Airspace either.(without permission/coordination with ATC)

During the recent presidential inauguration they were forbidden in the DC area as well.

8.24.025 Gliders and model airplanes – Requirements for flight.

A. It is unlawful for any person to launch any powered model airplane or radio-controlled glider from any place within the Bluff Cove area of the city other than from an area posted by the city as being a permissible area for such launching. Areas to be so posted shall be determined by motion or resolution of the city council.

B. It is unlawful for any person to launch or fly any powered model airplane or radio-controlled glider within the city unless such person is an active member of the Academy of Model Aeronautics or has a policy of liability insurance in the amount of not less than one million dollars insuring against any claim or damage arising from the flying of a powered model airplane or radio-controlled glider, and has upon his or her person proof of such membership or of such insurance policy, which shall be made available upon request of any city employee. (Ord. 588 § 1, 1995)

There is nothing illegal about it. But be aware that if you hit anything or cause an accident you will be held liable.
I fly a model helicopter in the city all the time.

I know of nothing that says you can't, but, get yourself millions of dollars worth of insurance in case it goes wrong.
